Rather than calculate it based on xmit'ed power, it is easier for me to look at it from the receive perspective. If you are 20db over S9, then 48 db down is about S4.5 on the meter. And obviously, if local, his signal might be 40 over 9 which is just short of S8...pretty loud and quite legal.
