Except it you don't send anything, somebody will get their shorts all
knotted up accusing you of cheating, not following the contest rules, etc.
These
folks not that long ago intimidated a very good score (in WPX CW) into
withdrawing that score for not sending a meaningless 5NN with every qso.
Perhaps sponsors could use the "R" part of the "RST" to determine busted qso
penalties. If someone is readability "5" (Perfectly Readable) and the
operator busts a qso, clearly the problem is with the operator. If the guy
was
readability "2", clearly it was a difficult qso and the operator ought not be
so
severely punished for attempting to complete a qso under difficult
circumstances. So penalize a busted qso by removing a number of qsos equal to
the "R"
sent in the RST.
