Again, the IARU rules say that the 7000-7025 range is "contest preferred" and
that the rest of the area (up to at least 7040). Narrow band modes are
"permitted" in R1 between 7040 and 7050. CW is a narrow band mode. All modes
are again permitted between 7050 and 7100.
Again, the key word is preferred - not mandatory. Clearly, the DARC and the
WAE committee had the ability to "grant" 5 extra KHz to 7030 which is still
patently inadequate given the popularity of the contest.
