I personally think: NO!  Here is why.
 
1. If you change the CQWW DX rules in a way to win it from your armchair at
home, why would someone take the time, money and effort to activate
intresting DX locations? Specialy in CQWW there are many stations from all
over the world - easy to work maybe 140 DXCC's in one contest ....  you can
remove minimum 40 of these mults if you take away the  > DX <  from the CQWW
DX contest.
 
2. Sure .... it is much easier to win from Zone 33 or Zone 9 .... just go
there and play the game if you really want to win CQWW DX!  But even that is
NO guarantee! 
 
3. Such a big contest as CQWW DX (!) is great to compare your score against
others, Try to Win Westcoast, try to win Eastcoast, try to win Zone 4, Try
to win USA QRP, Try to win USA 80m only .... if this is a no go because
there is no wodden plaque for it - sponsor one.
 
4. There are many other contest to play with throughout the year. How about
Fieldday, ARRL SS, ARRL DX, alle these QSO Parties and many many more. Just
pick the one that suits you the best.
 
Please leave CQ WW DX (!) as it is ... together with CQ WPX these are the
four most exiting weekends of the hamradio year for me.
