I'd like to suggest that state QSO parties are an excellent place for beginning 
contesters and many do cover 160 into the UHF realm.

NAQP is another fun contest for beginners and old timers alike, and does come 
in three flavors.

Something on the scale suggested sounds like an organizational nightmare, not 
to mention finding an open weekend, much less three, to run such an event.
