Why should they be DQed?  Some rules, like laws,
become outdated and may need to be reviewed.

Contesters are usually competitive.  When they need
a repeat, they ask - otherwise, repetition tends to
waste time for everyone concerned.

The ARRL is unlikely to DQ anyone. Like other contest
organisers, they take a pragmatic approach to such
issues.  And, yes, I know the latest ARRL Contest
Update appears to claim otherwise.  However, if once
is enough for each callsign in SS Cabrillo logs,
chances are that once is enough on-air.
