I think that we have heard enough of these unsubstantiated claims that
"those enforcing the rules continue to look the other way".
Who is looking the other way and who is cheating? Please present the
evidence that proves that these claims are true.
Please present the *proof* that specific stations ran excessive power during
a specific contest.
Please present the *proof* that "those enforcing the rules have looked the
other way" despite this proof of excessive power cheating.

Do you really think that if someone is determined enough to cheat, they'll
stop with such a device?
I can think of a few ways to get around this... never mind what, I have no
desire to help cheaters cheat. Point is, if a little pistol like me can
think of it, so can the big guns.
The real problem is that those who cheat... or if you prefer, who believe in
"winning" at any costs, who require a law degree to comb the rules with a
fine tooth comb looking for loopholes and any wording that can be weaseled
through, on the grounds of "if it's not prohibited then it's permitted"...
will continue to find ways to cheat.
Saddling the honest contesters and competitors with the requirements to
purchase additional hardware and software, upgrade internet connections and
storage, reconfigure computers to free i[ USB ports (and it is NOT a given
that "every" top station will have computers with "at least one" free USB
port)... in short to spend time, money & effort on items not directly
related to the operation of the transceiver & antenna systems themselves...
will NOT stop those determined to cheat. It will only add an unnecessary
burden to the honest ham.
I don't like cheating any more than the other 99 & 44/100% plus of
contesters & DX'ers.
But until the attitude of those who cheat change, the cheaters will be
there.
And as long as those enforcing the rules continue to look the other way, to
do their "buddies" a favor by "bending" the rules, and by concentrating too
much on the legal letter of the rules and overlooking the intended spirit of
them... nothing proposed will have any practical difference.

So, we cannot be on every top10 shack around the world. But, every top
contest station has a computer with at least one free USB ports.
I'd like to contribute to development of "Power Log Device project"
that will be able to read and register the power output with timestamp
and record it into an encrypted file on the PC via USB port - just
like we do on CAT. So, top contesters might send this file to contest
sponsor or send it realtime where Internet is available.
We can start as a ingenuous test, with voluntaries competitors, then
invite previous Top10 stations to use it during 48h next year.
I know, It is not a real e complete solution, but can mitigate some
Power Cheating.
