[CQ-Contest] WPX RTTY Rules

In the last CQ WW DX tests there were some substantial rules changes 
designed to keep us all honest.
It isn't clear to me whether or not these same rules apply to WPX RTTY. 
 Not looking for loopholes.  I'm preparing the VE7UF M/M Call For Ops 
e-mail and, if the same rules apply to WPX RTTY I want to tell the ops 
that this is the case.
