I was thinking about this myself the other day.
Sunset in November ranges from about 6:00 pm on the Saturday of CW
Sweepstakes and then 5:00 pm on Sunday (change of clock) and then about
4:50 pm to 5:00 pm during the Phone event.
By having the event last until 0300z, you give the east coast a second
chance at an evening run. If you were to end the contest at 0000z
(backing the start time to 1800z) you would make the west coast
advantage even larger - giving them even more daylight hours to run on
the high bands.
