But distance isn't truly measuring the level of difficulty in making the QSO either, unless the contest happens only on 160, 80, & 40.

Otherwise making a QSO from here in the Black hole to South America on 10 meters is a thousand times easier to do, than it is to make a QSO to a fellow Black hole person say in I'llinois 200 miles away.

CQ WW is supposed to be a world wide activity and in fact it is in terms of

To motivate entrants the world over to make more QSOs, to make them devote
more time to operating during contest weekends, and more specially to
encourage them to send in their logs a different approach should be

Distance based scoring won't be perfect but it certainly will be light
years closer to perfection than the current scoring system.

DXpeditioners will continue to go on DXpeditions to geographically favored
locations, simply because they provide a chance to make more Qs, not only
because of that, but also because of the status of the DX entity.

Even more. It would encourage for example EUs to be more active on 10 m
during solar minimun to make as many intra-continent Qs as possible.
It would encourage SA stations also to make as many intra-continents Qs on
160 and 80, bands that right now show a very little activity from this part
of the world.
And I believe many other examples can be possible.

Messages sent through actions should be very clear and consistent with the
goal of making this world event more serious, more fun and more rewarding
and even bigger than it is.

Geographic advantage/disadvantage can easily be reduced to a minimum.
