Actually, a much sensible direction to take this is not to punish the dirty
rigs but to reward the clean ones.
The hard part is to get some sort of pre-registration set up with the
contest authority that you are using an approved rig. If you qualify you
get to multiply your log checked score by 115%. Or whatever.
Perhaps you could even have on-air random rig testing, the contesting
equivalent of peeing in a cup...
