The only person affected by a ban is the guilty party.

The ban only means he can't enter a log. No contest sponsor has the
authority to tell anyone they can't operate in a contest, merely that they
cannot enter a log. The sponsors do not have authority over the airwaves and
operating during a contest does not cede that authority to anyone, either,
unless you are intending to enter a competitive log. (By competitive, I mean
any log intended to be scored and counted anywhere in the results.)

Other operators should be under no obligation to know the status of any
station they are working. The ban doesn't apply to them.

Case in point: a number of years ago, a Sprint and a Salmon Run coincided.
Stations in the Salmon Run were giving out Sprint QSOs but were not QSYing.
They had no rules to which they agreed forcing them to do so, since they
were not entering a log in the Sprint. Similarly, there were no rules in
Sprint saying you could only work stations who agreed to QSY. Both Salmon
Run and Sprint QSOs were valid.

Choosing to operate and enter a log is the only time you or anyone else
cedes authority over your operation to a contest sponsor.
