Hello Sam,
there is a non-written rule, we should never expect to meet so clear as it
is pronounced :
*"WORK FIRST - WORRY LATER !"*
So, in accordance with the contest rules, you shouldn't run CQ in those
windows, but if you get someone there - do not hesitate to pounce over.
Afterwards, if the "bad boy" goes DQ or gets any other penalty as a result
of the Committee's decision - either this will not affect your result,
either it will affect the results of all his correspondents there.
And versa - if you skip any possible QSO within the mentioned segments, you
just reduce your own result :-)
