Pete,

I knew it was going to come to this. :^))

The identification part is the 'killer' here. Being a resident of Canada, I think it would be ok. I guess it would be the same for you in the USA. I'm not so sure it would be as clear cut for people in other countries.

Keep also in mind that you may be sending these 'few respected and well-trusted observes' to some strange places. Their safety is paramount. If you're not going to deploy these 'inspectors' everywhere, is it really fair?

One more thing, are people going to be selected for inspection real time? Is that feasible outside of major centers, or are they going to be 'pre-selected' a la profiling?

Don't forget that what may be clear cut/obvious/easy/a no brainer in one place, may not be the case in other places.

Everything can be made to work perfectly on paper. The problem is that reality gets in the way sometimes.

Vince, if someone showed up at your door, identified himself, and showed
you a letter from the contest committee asking him to visit you during
the contest, would you really refuse him entry?

Pete,

I know I'm over reacting/exaggerating, and that the contest rules can
always make this idea 'legal', but is it really a good idea?

My understanding is that law enforcement agents will always have a
warrant, and that normally they won't 'pounce' before sunset and after
sundown. Will these 'few respected and well-trusted observes'
(everyone else is a crook, it seems) respect/follow any criteria on
approach? What about Florida's 'stand your ground' law?

All for the sake of discussion, of course, but let's not forget this
is a hobby. There must be other ways to clean up contests, rather than
creating the ham version of bounty hunters.

I'm not talking about CQ's ill-fated notion of having on-site monitors -
just that the contest committees could deputize a few respected and
well-trusted observers to drop in on suspected violators during contests
to verify that they are at least approximately complying with the
rules. Certainly anyoneusing KW amps as drivers, as recently reported,
would be easy to catch this way.
