The identification part is the 'killer' here. Being a resident of
Canada, I think it would be ok. I guess it would be the same for you in
the USA. I'm not so sure it would be as clear cut for people in other
countries.
Keep also in mind that you may be sending these 'few respected and
well-trusted observes' to some strange places. Their safety is
paramount. If you're not going to deploy these 'inspectors' everywhere,
is it really fair?
One more thing, are people going to be selected for inspection real
time? Is that feasible outside of major centers, or are they going to be
'pre-selected' a la profiling?
Don't forget that what may be clear cut/obvious/easy/a no brainer in one
place, may not be the case in other places.
Everything can be made to work perfectly on paper. The problem is that
reality gets in the way sometimes.
