I suspect that many of the WRTC teams for next year will be entering IARU
this year as M/2 entries under some facsimile of the WRTC rules. They’ll
submit check logs for the contest and get to practice for the real thing
next year.
There’s nothing preventing you (or a club or national society) from
organizing a competition of that nature. It’s prohibitive to set up
referees and identical stations but it could be done on the honor system. I
think N0AX organized something like that in 2001 or 2003 after one of the
early WRTCs in Europe.
