There’s nothing preventing you (or a club or national society) from
organizing a competition of that nature. It’s prohibitive to set up
referees and identical stations but it could be done on the honor
system. I think N0AX organized something like that in 2001 or 2003
after one of the early WRTCs in Europe.

Wouldn't it be neat for those of us not skilled enough, OR maybe
have the skills, but not the time to enter in all the various
contests to qualify for a spot if they allowed us non WRTC Teams,
to still outside the official competition, to still form teams and
compete anyway with all the exact same rules?
