if your ISP Base is v3.x, then the SEC only will NAT or Route to an ISP Base
in 11b compatibility
if your ISP Base is v4.x, then the SEC will NAT, Route, & Bridge to an ISP
Base in 11b compatibility

NOTE: TC clients (SOHOs, Sats, etc), will not talk to an ISP Base in 11b
compatibility mode, they only talk to ISP Bases in TC Base mode

radio can be set to TC or SEC only
