[Karlnet] Info on "Link up - Link down traps"

Got this from engineering and thought I would pass it along:


Karlnet implemented a new mechanism to prevent the radio lockups and radio
deaf issues, which has greatly eliminated the "radio deaf" problems with
v4.43k. The "Link UP, Link Down.." traps are generated as a result of this
new implementation and they are generated only when:
    -- if the radio is a base station and there is no satellite on that
radio
    -- if the radio is a satellite and the radio is not talking to a base
station

In either case it means the radio is idle and those traps are not generated
under normal traffic.
