Actually - this isn't true - when you throttle at the CPE using karlnet
it DROPS the packets, thus causing retransmissions.
Most packages that throttle using windowing and can slow down the
transfer with out dropping packets
What I should have stated is that you should throttle at both the CPE
and the NOC -----
