Well basically we set the limit of the cpe's to a MAX speed say 2Mbps,
but at the noc we throttle dynamically based on available bandwidth

I have seen were if we lock the cpe to say 768k and the user is pulling
768k we CAN NOT ACCESS THE CPE VIA configurator it times out
