No I did not read it too quickly.  I also don't take a few words and
take them out of context.

The section you quote mentions Broandband over power lines (BPL) as only
ONE method to bring broadband access to more people.  The other is
wireless access.  Then look at the "facts" in the pdf file:

        More options for broadband access (broadband NOT BPL)
        Nearly doubled the spectrum for wi-fi access (ie NOT BPL)
        Over 93% of zip codes have broadband (NOT BPL) access
        94 % of schools have broadband (NOT BPL) access
        Encouraging new investment to bring broadbad to more homes

BPL can be a part of the solution, BUT it is NOT, the only solution.

BPL has a good goal, but is probably not able to deliver.  Let the power
companies attempt to develope BPL, they will not succeed.

I'll be getting my new wireless laptop at work in a few more weeks...
