DBS TV card hackers were causing similar problems in Canada a couple of
years ago. 

"According to an article in The Edmonton Sun, signals from pirated Bell
ExpressVu cards are suspected of causing interference which mimics aircraft
distress signals. According to Capt. Jean Houde of the Joint Rescue
Co-ordination Centre at CFB Trenton, the phantom  signals began to appear
in Montreal about..."
