This particular noise is 24/7, which should eliminate a lot of possibilities.

My experience is there is no noise when the lamp is fully on and when the
lamp is fully off. In between is where it can be noisy... some dimmers are
"deadly-noisy." Those are pretty constant as long as they are "on."
