: Tell them that you'll report them to the FCC, and see if their tune changes. Don't tell them you WILL, tell the you ARE or HAVE reported it to the FCC. Cable can send a flunky out with a truck in a few minutes and verify whether or not they are responsible. If so, they fix it, problem solved before the FCC even reviews your complaint.
