More thoughts; FCC letter to Pharmacy. If what you are saying is
accurate, they are basically operating a transmitter. But first maybe
speak to manager again, calmly tell her that it maybe a fire hazard and
if its interfering with your receiver than it very well could be
interfering with public service (police, fire, aircraft, etc). It's in
her best interest to shut if off until fixed or replaced. I work around
contractors all the time. I doubt if the original installer did more
than see it was lit and claimed its fine but that’s just me and my
cynical nature in my old age :-).

I have a pharmacy nearby whose "Pharmacy Open" sign, a neon one, causes
severe RFI interference to my station. An RFI investigator from our
local power company absolutely 100% identified the source. Turning off
the sign drops my noise level by 15 dB.
She called the original installer, who came out, looked at it, and told
her it was all right. I then filed a complaint with the FCC.
