And even then, it probably won't change.
Until the correct source has been identified, there really is no action the FCC
can take. When you consider the millions of devices out there that meet the
rules but could still cause interference, the thought that someone could
experience interference and expect the FCC to come out and locate it at the
cost of many thousands of dollars of staff and travel time is just not
workable. In my almost 60 years of amateur radio, the FCC has never done that
except in the rare exception cases.
One a source has been identified, the FCC can write a LOT more advisory letters
than it can do enforcement actions, so it is a logical -- and somewhat
effective -- next logical step.
