This is an excellent and very readable cable and connector EMC reference

www.emcstandards.co.uk/files/part_2_text_and_graphics_21_may_09.pdf

It covers many of the most important cable and connector EMC design
and construction practices including:

EMC relative effectiveness of various cable shield types

The importance of 360 degree shield bonding to connectors

The importance of 360 degree connector bonding to shielded enclosures

The importance of 12 inch minimum physical separation of cables
carrying low level signals from those carrying high level signals,
for example:
 - physical separation of cables carrying low level and very low level signals
      *low level digital signals
*very weak signals connected to radio receivers
 - from cables connected to high level signal sources and AC power
*coaxial cables connected to radio transmitters
*cables connected to AC power mains

My 40 year old Fluke 8060A will get down below 0.1 Ohms.

The issue is not shield resistance, but rather 1) whether it is a shield
or a wire, 2) the quality of the shield, and 3) where it is connected on
both ends.
