First, keep in mind there is no QSL bureau for domestic QSOs.  You are on your
own here.

I use the bureau to respond to cards (received through the bureau) but don't
use the bureau for QSOs for which I want/need a response (i.e. for an award). 
Fortunately, my QSLing has slowed down enough so that it's not a bank-breaker
to do this.

I check off all my bureau cards using DX4WIN and mark the QSOs to have lables
printed.  Once every couple of years I stick the labels on cards and ship them
off to the ARRL outgoing bureau.
