More likely the reason is that *they* use a computerized system, that is set up to produce one card per station, and they simply didn't notice that you needed one card per band.
and hand-write all the QSOs, front and back (with a note on the front asking to check the back)?
Every card, both sides...? Beyond a certain point, the more you write, the less likely people are to read it.
They might have got the message better if you'd written it just once, on a bright yellow Post-it.
