That operators are expected to recognize the potential for 
interference with a signal that is audible (or visible) is a 
reasonable assumption.

For the not insignificant fraction of RTTY contesters using radios 
with cascaded 250 Hz IF filters and the like, there's precious little 
to be heard, or to be seen on a waterfall display, from stations that 
are a couple of hundred Hertz off the center of their receiver's passband.

Listening and hearing nothing does not ensure that one's selection of 
an operating frequency will not be perceived as interfering by those 
employing different means of reception.
