From the my two cents department:

If it was only a few stations that made the RST error, I can fully blame the
operators.
Its seems however to have been a wider problem then just a few, so maybe
something added to it.

And I know this isn't all our first RTTY contest, or BARTG contest for that
matter.
So we SHOULD know better.

I will however, tempt the flames, by pointing to the rules:

Messages will consist of:

(A) RST/ MESSAGE
NUMBER. The number must be a three figure group and start with 001
for
          the first contact made.

(B) TIME GMT. A full
four figure GMT time must be sent as part of each message.

The way it seems to read could be part of it.
You could make the case the the exchange is in fact the Message Number and
Time. A+B

Now If it said:
Messages will consist of:
?????????? A: RST
?????????? B: MESSAGE
NUMBER. The number must be a three figure group and start with 001
for
          the first contact made.
?????????? C: TIME GMT. A full
four figure GMT time must be sent as part of each message.

You then have A + B + C stated as the exchange.
With little room for interpretation.

And my thanks once again to John, GW4SKA and? the BARTG group for? all the work
that goes into these tests.
Both before and AFTER the contest is over.

I will now go find my flameproof gloves..

Phil and all,

We are not being too pedantic. Keith GU6EFB has it exactly right; if the
full exchange is not made and logged it is not a valid contact.

Yes, the RST is a total waste of time in any contest and should be
completely removed. That's why the Sprint only has serial number as the
exchange. In practice I could only take this step when drawing up the rules
for what was a new contest. The aggravation involved in changing rules for
an existing contest (mainly with software) makes any significant change
almost impossible.

Don't forget that contest managers also operate in their own contests and
monitor various events and behaviour. One regular and well known contest
station last weekend refused to send me RST or time; I could only get a
serial number. This was seen to happen over a string of contacts and his/her
log will get bounced into the checklog pile.

Cheers,

John GW4SKA
BARTG Contest Manager
