Chen is correct. Sending an 'extra' character is weighed against
the ability of the receiver to glean intelligence.
USOS is Unshift-on-space. So, no space implies no need to unshift, eh!
When the (-) works with or without USOS, the benefit outweighs the
time lag. After all, if less errors is the goal, then (-) is the way
to go.
Note: If the Q-rate is too slow just send less characters
instead of 599-002-002-002 send 599-002-002 or 599-02-02 eh? :-)
