[WriteLog] NAQP RTTY SriteLog Formatting Errors

I received this: "I've received several NAQP RTTY logs generated by WriteLog as 
Cabrillo 3.0 formatted logs that are missing required header fields. The 
CATEGORY-POWER: field is missing." from WA7BNM. If anyone had problems with 
their log being rejected, please check the header, for the correct information.
