I'm confused - perhaps because I can't easily visualize the set-ups:
Here are the confusing (in my mind) possibilities

Questions:
1. Are any of these possibilities actually moot?
2. Isn't USOS a 'RECEIVING' parameter? What does USOS on transmit do?
3. Is there any type of 'handshaking' to show the other stations
use of USOS?
4. What do you recommend as the best way to set up USOS for my station

That is correct. From the transmitter's viewpoint, each SPACE is
simply an "implicit LTRS."
The transmitter's only responsibility when using USOS, is to change
its own state to LTRS right after sending the SPACE.
If a FIGS character comes after a space, the transmitter will then
automatically insert an additional FIGS code first.
