Based on the feedback from a half-dozen people, I will continue to
produce WF1B.DAT.  I will need to find a way to trim the file down to
a size that fits, probably by removing more rare DXCC entities that
are not likely to be on the air.  I'll fix this in the next country
file release (CTY-2404), but will not be making a new release just to
fix WF1B.
