Two things to check:

What contest type is selected? Ctrl+Z only works in the WAE contests.

If there is a call sign in the Entry window, is it from the same continent
as you, or a different continent? If there is no call sign in the Entry
window, the last call sign in the log will be used, and the same question
applies to it.

In WAE RTTY, stations exchanging QTCs must be in different continents (in
WAE CW and SSB, the rules are tighter - the sending station must be outside
Europe and the receiving station must be in Europe). The program knows this
and won't let you exchange QTCs with someone in your own continent. You can
make QSOs with them in RTTY (not in CW or SSB), but you can't exchange QTCs
with them.
