Hmmm -

?97.103 (b) seems to say that documentation 
should be in the station records indicating who 
is authorized to be the control operator if the 
station licensee is not present. I take this to 
mean that I need some sort of authorizing letter 
to show the man if I am gg to operate with 
another's call. That letter would be the "some sort of..." above.

Then they should update the written rules -  it is still referred to in 97.5 :


"?97.5 Station license grant required.

...
(b) The types of station license grants are:

(1) ..... The primary station license is granted 
together with the amateur operator license..."
With this, I am going to stop reading part 97. It hurts my brain :-)
