[TenTec] The Scout was noisy

The Elecraft page notes the table was taken from ARRL lab tests.  These
would have been the lab tests at ARRL after the rig was on the market, since
they buy open market standard off the shelf, so as to get a representative
sample.  From the ARRL web site, you could likely look up the date of the
Scout review re the date it was introduced to ham market and answer if these
figures are the "old" or "new" design.
