Certainly, ones carrier should be above another QSO, and on bands where USB is used (20 and up except for 60m), you stay on the high side of the other station. On the bands where LSB is custom, 160, 75, 40, you stay on low side of the other station. With modern filters and radio, you should be able to operate a couple kHz above someone on 20m without them being bothered; but more is better.
