By definition, FCC R&R §97.315 Certification of external RF power amplifiers
allows me to build 1 unit of 1 model, but... I may make as many DIFFERENT
MODELS as I want. Therefore, if I make design changes in a given model,
i.e.: three parallel tubes instead of two, it becomes a DIFFERENT MODEL if I
wish to define it as such. My interpretation of the rule is, "DON'T MAKE A
PRODUCTION RUN OF A THOUSAND UNITS UNLESS THE DESIGN IS TYPE APPROVED BY THE
FCC".

My original statement, "Build as many as you need for your own use" is
correct and legal. If I design and build separate HF linears for 160, 80,
40, 20, 17, 16, and 10 meters, ALL WITHIN ONE YEAR, they are ALL legal since
they are NOT interchangeable...  Think about it..!

If I wish to make these different amplifiers available to OTHERS, they must
be type approved IF the NUMBER of individual units exceeds a preset limit.
I can sell individual amplifiers to other FCC licensed operators in LIMITED
quantity, as INDIVIDUAL MODELS... Granted, this is an argument in semantics,
but quite legal nevertheless...
