The quarter wave termination is high impedance at the end where it joins the
Vee element, end and low impedance where it is staked to ground by ground
rod.
Or if it is not grounded at the far end, and is used in place of a good ground to "simulate" a ground for the termination resistor, then it is low impedance at the resistor and high impedance at the far end. This would probably require some separation from ground along it's length, especially at the open end, to work this way.
