Just retired after 30 years with a local PD and I can say that I've been on many false 911 calls, although never with a radio dialing it. Before 911 was straightened out, we'd get calls if there was a 911 anywhere in the number. People used to dial 911 when trying for 411. Mostly, they blamed the kids for fooling with the phone.
