I have a 580 also. The ALC-TX ON switch adjusts the ALC when it's
pushed in. It keys the transmitter when you pull it out and you're in
CW mode. Not sure what to tell you about the band switch. Mine clicks
between bands and won't move at all otherwise.
The noise blanker is located on top toward the rear about even with the
notch control knob on the front of the radio. I'm not sure if TT
labeled the boards, but the model number for the NB is 289.
