Bob, the history of the no code movement has been covered on a number of
venues, like QRZ, ARRL.org web site, etc.
Plus, the driving forces of technological change when the Maritime and Armed
Forces dropped CW, the international regulators effectively dropped CW in
2003, and many countries since then, have dropped it for their local ham
populations, such as UK, and many Europeans, the Japanese, etc. The effect
for some time is that there are more hams NOT required to test for CW, than
the number of hams in U.S. required to have CW skills.
