After booting the radio with the 0 key held, just go ahead and run update
anyway.  I had this happen to me once and everything straightened itself out
after I re-loaded the firmware using the tentec update program.  The update
program didn't like the "radio not programmed" state when the update
finished.  So I ran update a second time and all has been well since.  I am
suspicious that a static spark from my finger may have caused all this but
I'm not sure.
