Not by any serious contester, it doesn't.  In numerous domestic contests 
one who gives his contest exchange info followed by, "QSL?" or one who 
proclaims, "QSL" after he has received an exchange from another is 
marked as a poor op.  Such things are time wasters and score reducers.
