That's an electric horse fence antenna. These were being sold at Dayton. The straps are used to make electric fences for horses. The advantage as a fence is that they are much stronger and more visible. They are woven wire and fabric.

While spinning the knobs I couldn't help but think it had exactly the
same size/footprint as the discontinued Argo V. Simple to operate with
an understated elegance.

I'm waiting to see the ARRL review but I suspect that the Eagle may be
the radio that anchors my HF shack for the next decade...
