I understand it is designed so that it has a sweet SWR spot
on multiple bands, more than usual, and is extremely light
weight and the balun has been carefully designed to not only
act as a 4:1 transformer, but also as a proper choke to
minimize common mode current on the feed line. Very durable,
but lightweight. A lot of thought went into this particular
design, which sets it apart form run of the mill OCF dipoles.
It has super low SWR on more bands than is typical of OCF
dipoles, and so you get the most out a single, wire antenna.

Just MY take...

What is the special quality of this antenna over, say an ordinary wire

Some of us who will not have towers and directional antenna, or cannot, are
always looking for the "holy grail" of wire antennas.
