Okay. 

I'am doing this from memory. 

The PA used in ten tec rigs plugs into the low pass filter board. 

That board is hard to get to or troubleshoot without saying lots of bad words. 

Make up a 3-5 foot rg-58 mini 8 cable with a pl239 on one end and a male RCA 
plug on the other end. 

Find the cable that goes from the LPF to the PA, there is a RCA plug on one end 
that plugs into the PA. 

Gently remove this plug. Now plug in the cable you made to the PA. 

Connect the other end to dummy load and watt meter. 

Make sure the loose cable/connector is not shorting anything in the radio. 

Power the radio and on 160 meters. Transmit 

If you see nothing , then there is a problem with switching and control. 

If you see power then the LPF board/alc circuit is suspect.
