Hummm 

Without the amp sitting in front of me, I'd say that with NO resting plate 
current is one mighty big clue. 

I don't have the schematic in front of me either, but some amps with 500z tubes 
had a fuse in the cathode line. 

DONT quote me on that

how. DON'T get your fingers inside. 

If you get across the output of the power supply; you will be killed.
